Gov. Abigail Spanberger on Thursday signed legislation to gradually raise Virginia’s minimum wage to $15 an hour by 2028, delivering on a top Democratic priority and setting in motion a series of wage increases that will affect workers, businesses and the state budget for years to come.“Today, we are putting more money in the pockets of Virginia workers,” Spanberger said in a statement. “If you work full time in Virginia, you should be able to afford to live in Virginia.
