PRC military forces conducted another major maritime military exercise around Taiwan at the end of December—the second named major exercise of 2025 directed at Taiwan. The exercise, titled “Justice Mission-2025,” followed the encirclement / blockade theme of other major exercises over the past 2-3 years—and was distinguished by high levels of aviation activity, the deployment of more advanced PLA Navy amphibious ships, and declared exercise operating areas that were closer to Taiwan’s contiguous zone.
