Milton argues MBTA Communities law goes beyond state’s authority

In a court filing this week, the town of Milton argued that it should not be subject to the MBTA Communities law because it does not consider the Mattapan Trolley line “rapid transit” and because it believes the law itself goes beyond the state’s regulatory abilities.
