When white people die, SC laws change. Why haven’t Black deaths led to state hate crimes law?

S.C. is one of just a few states without a law enhancing penalties for crimes motivated by hatred toward a particular race. Some say it would be just a “feel-good” law, but Black lawmakers, in particular, disagree.
